Another hazard of the increase in the concentration of CFCs in the atmosphere is the "greenhouse effect". The typical source of the greenhouse effect on the earth's surface is carbon dioxide in the atmosphere, but most CFCs have similar properties, and their greenhouse effect is even greater than that of carbon dioxide. [9] The greenhouse effect causes the temperature of the earth’s surface to rise, causing global climate anomalies. [3] If the rate of temperature rise continues, scientists predict that by 2050, the global temperature will rise by 2-4 degrees Celsius, and the ice in the Arctic and Antarctic will melt significantly, causing the sea level to rise, and some island countries and coastal cities will be submerged in the sea, including New York, Shanghai, Tokyo and Sydney.

So Freon will not decompose near the ground and will not be harmful to humans, but it will be different if you reach the stratosphere. Chlorine atoms are highly toxic! By the way, ozone is also toxic.

Freon is low in toxicity and generally won’t cause any problems! Freon is harmful to humans only when it is heated with an open flame. It will destroy the ozone layer, and destroying the ozone layer is of course harmful to humans.
