This phenomenon is called water vapor mixing. During the water supply process, the impeller of the water pump rotates at high speed, and the pressure in the water pipe is very high, causing some air to dissolve in the tap water. When we let the tap water run, the pressure decreases and the air dissolved in the water will escape from the water. In this process, many tiny bubbles will appear in the water and the water will appear to turn white. Once the air has almost run away, the water will naturally become clear.

Water has to be transported through long pipelines from the water plant to the user's home. If there is air in the pipeline, the strong pressure will cause the air to dissolve in the water.

When we turn on the faucet, the pressure is released instantly and the air is discharged in the form of bubbles, but these bubbles are very small and difficult to distinguish with the naked eye. They are tightly arranged together, making us mistakenly think that the water is milky white. In fact, this is just a very simple physical phenomenon. As long as the water is left for a while, it will become clear again. It has nothing to do with the water quality. Citizens can drink it with confidence.
